In the News: Secret Military Experiments Conducted During the Cold War Era

In the Oct. 2, 2012 article œResearch says St. Louis Residents Affected by Secret Military Experiments, reveals that œsecret military experiments were conducted on non-consensual œhuman subject during the Cold War era. The article said œClaims have surfaced that during the 1950s and the 1960s the United States military conducted secret experiments on St. Louis residents, which may have exposed them to radioactive compounds. Professor Lisa Martino-Taylor, a sociologist at St. Louis Community College, has spent years investigating the Army-conducted experiments and she finally made her research public today.

Her research shows the Government sprayed zinc cadmium sulfide over thousands of St. Louis residents without their knowledge. The question is whether or not the Army added radioactive material to that mixture as well.

Martino-Taylor's answer is yes.

œThe study was secretive for a reason, she said. œThey didn't have volunteers stepping up and saying yeah, I'll breathe zinc cadmium sulfide with radioactive particles.

Senator Blunt believes it's disgraceful to test anything on anyone without their knowledge. Matino-Taylor said the Army's response failed to satisfy her concerns. She urged a McCaskill issued a statement, saying she was œclosely reviewing the Army's response to make sure the Army has been fully transparent and that the scope and quality of their review of this matter was exhaustive. This entire matter of the Army testing chemicals on an unsuspecting community remains disturbing.

Martino-Taylor said the Army's response failed to satisfy her concerns. She urged a Government study that includes public hearings and input from people who lived in the testing area. œThe focus of my research was on the lack of consent, secrecy, deception, organizational structure, and possible connection to a broader radiological program,

About three-quarters of those who lived in the St. Louis testing area were black. Some of the residents told Martino-Taylor of serious health problems that they, their friends or family members had faced and that they worried could be related to the testing.

Medical Ethicist Documents Unethical, Non-consensual Research/Medical Experiments

In Dr. Harriett A. Washington's book, Medical Apartheid documents many non-consensual research/medical experiment cases. In 1994, the Medical University of South Carolina in Charleston was accused of enrolling poor African-American women into narcotic-treatment research without their knowledge. In 1995, an experimental measles vaccine was tested on mostly African-American and Hispanic children in Los Angeles, without receiving their parents' informed consent. From 1994 to 1995, New York City law enforcement officials helped researchers coerce African-American parents into enrolling their boys into a study that sought to establish a genetic propensity for violence, without receiving their parents' informed consent.

In her new book, Deadly Monopolies, she states that the scourge has spread beyond racial minorities. Since the 1980s, approximately 20 U.S. research projects have won legal waivers allowing them to bypass any form of informed consent. In 2011, drug giant Pfizer paid $75 million to settle claims that children in Kano state, Nigeria, were injured or killed by non-consensual administration of its experimental meningitis drug Trovan.

The United States Government has a 100 year history of experimenting on their citizens, without their knowledge or informed consent.

Researchers need volunteers for their research. According to the Bioethics Commission's report released December 15, 2011, it states, œThere are 55,386 human subject research projects as of Fiscal Year 2010. The number of the human subject research projects is increasing each year.

One of the major problems with the United States laws is œloopholes. The œloopholes have allowed America and Internationally unscrupulous researchers to benefit for their advantage since 1991. Many International researchers are conducting research in the United States, because it is easier for them. In 2013, the United States laws allow waivers for informed consent, which contradicts the Nuremberg Code.

Here are Additional Facts pertaining to the U.S. Federal Human Subject Research System:

There were Congressional hearings in the 1970's conducted, which revealed heinous œcrimes, but there were no remedies; no one was prosecuted, lost their jobs or went to prison.

There are many œloopholes in the laws. The U.S. law allows waivers for informed consent, which contradicts International Laws.

Since 1997, Congress has failed to ratify laws to close the œloopholes and protect the œhuman subjects.

There are no criminal penalties for the researchers who use œhuman subjects, without obtaining informed consent. This would have been closed, if Congress ratified former U.S. Senator John Glenn's proposed legislation in 1997.

In 1991, the Common Rule was adopted by 15 federal agencies. In 1997 the Advisory Commission identified known œdeficiencies, which warranted immediate attention, which were never implemented. The U.S. Department of Health and Human Services (H.H.S.) has never corrected the known deficiencies in 21 years. In fiscal year 1997, H.H.S. was the largest sponsor for human subjects. The Common Rule is being updated 21 years later. What is the status of the update of the Common Rule?

Many of the initiatives that Former President Clinton wanted to make the Government œtransparent were never implemented in 1997. Classified research should be a rare event. There were recommendations for balancing national security interests and the rights of the public. They wanted to ensure that whatever wrongdoing that may have occurred in the past cannot be repeated. The Advisory Committee believes, however, that the classification of research ought properly to be a rare event and that the subjects of such research, as well as, the interests of the public in openness in science and in Government, deserve special protections. The Advisory Committee does not believe that continuing with the current federal policy governing the protection of œhuman subject, which does not provide any special safeguards or procedures for classified research, is adequate. The history of human experimentation conducted in the interests of strengthening and protecting national security that the Advisory Committee has examined demonstrates how the rights and interests of citizens can be violated in secret research. The convergence of elements of secrecy, urgent national purposes, and the essential vulnerability of research subjects, owing to differentials in information and power between those conducting research and those serving as subjects, could again lead to abuses of individual rights and, upon subsequent revelation, the erosion of public distrust in Government.

The Advisory Committee is particularly concerned about two aspects of current policy--exceptions to informed consent requirements and the absence of any special review and approval process for human research that is to be classified. The current requirement for the informed consent of research participants is not absolute, leaving open the possibility that subjects may serve as mere tools of the state in the interests of national security if consent is waived. A strengthened requirement for the informed consent of research subjects in classified research should safeguard against the merely instrumental use of individual people to serve national purposes.

Here are some thought-provoking questions. How are the researchers getting their œhuman subjects for the Black Ops medical experiments? Would you volunteer to be in a research/medical experiment that would allow you to monitor, target, torture, and track you for 24/7 using radiation, electronic weapons, or chemical weapons? Would you volunteer knowing that criminals would have access to your homes or autos anytime without your knowledge or informed consent? Do you recall seeing an announcement requesting volunteers for these human subject research projects? How are the researchers getting the volunteers for the 55,386 human subject research projects? Would you like your minds, bodies, and souls to be available to researchers without your informed consent 24 hours a day? What if your children were selected to be in this research without your informed consent, how would you feel? Everywhere you turn to for help, there is no one to help you.
