The hazardous wastes are regulated primarily by RCRA regulations and are administered by the Environmental Protection Agency (EPA).

The OSHA Hazardous Waste Operations and Emergency Response Standards, popularly known as HAZWOPER also applies and covers the operations which involve hazardous waste for its treatment, storage, and disposal, as regulated by RCRA and also for cleanup operations or for emergency response that involves hazardous waste at any location. Again, the Department of Transportation (DOT) regulations must be followed whenever hazardous waste substances are shipped from a plant.

The RCRA's generator regulations as well as the DOT's shipping rules focus on the following strategies for safe transportation of hazardous waste materials:

1.Packaging: The wastes that are transported from a plant for disposal must be carefully prepared for shipping and the packaging method must meet with the DOT packaging regulations.
2.Labeling, marking and placarding: Each and every waste container must have identification with a label describing the chemicals inside and of that of the generator’s name as well as that of the EPA-issued ID number. The waste shipment must be marked and placarded meeting the DOT rules.

3.Tracking manifests: A manifest must be prepared and must accompany each shipment of hazardous wastes that leaves a plant. It must be signed by the organization and must have the EPA ID number; organization’s name, phone number and address and description of the hazardous waste.
4.Accumulation limits: The hazardous wastes are allowed to be kept on a site up to 90 days with special EPA permit as long as the approved containers are properly managed.

The regulations set by OSHA can come into action when there is a release of hazardous waste and if emergency response is required.
