Phoenix, Arizona – July 27, 2010— Arizona Republic has announced it is endorsing Joe “Jose” Penalosa in the Republican Primary for Congressional District 4.

According to a recent article in the Arizona Republic, “Penalosa aligns himself with the pro-business wing of the party and offers a moderate stand on immigration. He says Arizona's delegation should work in a bipartisan way on comprehensive reform, which can include strong workplace enforcement using tamper-proof identification. As the son of a Mexican immigrant, Penalosa says his bilingual and bicultural approach can make him a tough opponent in this heavily Latino district, now represented by Rep. Ed Pastor.

Penalosa does not live in the district (not a requirement of law), but has worked there 20 years as an attorney specializing in immigration law, giving him a deep understanding of its issues. (District 4 includes south and central Phoenix and reaches into Glendale and Guadalupe.) Opposing him is Janet Contreras. A lifelong Democrat, she says she switched parties before the 2008 presidential election because the Democrats no longer represent her views. She offers a hard line on immigration, with few specifics. The Republic recommends Joe Penalosa.”
