Owens previously managed MACTEC’s Abingdon, VA office, focusing on infrastructure, energy and commercial clients. Key projects that Owens supervised in Abingdon included multi-million dollar projects involving design/build, geotechnical engineering, construction engineering and inspection for Virginia Department of Transportation, and the management of coal-combustion residuals for Dominion Power.

Owens joined MACTEC in 2002 and served as a field manager for a multi-million dollar transportation project. He received a Bachelor of Science degree in civil engineering from Virginia Tech. Owens is also a member of the Society of American Military Engineers, the American Society of Civil Engineers and the Kentucky Engineering Geotechnical Group.
