Only the countries of Europe -- all of them combined -- pay more. And lately some of those countries have been drawing money from the IMF to survive. The US amount was increased last year after much fuss by the Obama administration. But the IMF has, essentially, an unlimited budget. If the fund cries poverty, the rich countries of the world wipe its tears by sending more currency. And if that doesn't work, the IMF is said to have the world's third-largest horde of gold.
So what's a screwball like Strauss-Kahn doing in charge?
"Nobody knew," is what the apologists will say. But following this past weekend's assault charge a number of other women have come forward to say, "Me too." One, a foreign journalist, reported on the assault but took out Strauss-Kahn's name.

And suddenly everyone in the press seems to know about Strauss-Kahn's extramarital life.
What, nobody prior to this weekend ever thought that it was important to make this information public? Not a single journalist who covered the IMF bothered to take a good look at Strauss-Kahn's finances as well as his private life?
And there was no increased scrutiny of the IMF chief's life in recent months when he became a viable candidate for the presidency of France! I'm using an exclamation point because I'm astounded.
Think about it. A guy with all Strauss-Kahn's secrets could have been a prime target for blackmail. If a country, for instance, didn't like how the IMF was treating it, just a few well-placed hints about the chief's lurid past might suddenly make Strauss-Kahn an unwilling ally.
Funny, but the whole issue of money up until this point has revolved around the fact that Strauss-Kahn -- ironically, a Socialist -- was staying in a $3,000-a-night suite at the Sofitel. The IMF's p.r. machine went into action by countering that he'd gotten a deal -- the suite was only $525 a night, and Strauss-Kahn paid for it himself. That's swell.
Strauss-Kahn is frugal, and maybe he's not a crook (if he didn't plan to sneak the weekend onto his IMF expenses after the fact). Strauss-Kahn's political obit could read: Ex-head of the IMF and former up-and-comer in France known for his frugality and horniness. Could have had a say in saving the world; instead ended up in jail.
There's an irony in this whole story: there's a strip joint about three blocks from the Sofitel. All Strauss-Kahn needed to do was ask his concierge for directions.
