Cameroon: Modernization of Social Security with Greater Solidarity between Cameroonians

However, recently we have experienced some positive change due to the improvement of the services offered by the National Social Insurance Fund (CNPS). Several offices have now been opened up to ensure that all the citizens can be attended to with ease. Further, retirement pensions can comfortably be paid to the policy holders monthly and via their bank accounts if any.

Nevertheless, Cameroonians continue to experience problems in regards to this issue. Most policy holders are still unable to access their money simply because they may not have enough supporting documents to prove that they are subject to getting pension payments while others are not listed anywhere as policy holders because their employers never submitted any money to CNPS offices despite the fact that these money was deducted from their wages.

As such retirement in terms of social security has become a puzzle somewhat. Although social security should be the main body that guarantees protection to all citizens in a country from social risks, its fruits have barely been appreciated by Cameroonians. On the contrary, a few people in Cameroon remain as the only beneficiaries who are entitled to social security according to recent reports.

Nevertheless, the government recently announced through the Prime Minister that it is working towards modernizing the social security system to ensure that all Cameroonians benefit from the new measures which will be put in place. This was later on confirmed by the head of state a month later.

Several studies have been conducted in respect to this and the relevant reports have been submitted to the Minister, Mr. Philemon. The reports contain an outline on the reforms that will take place during the modernization of the CNPS. It further makes recommendations on the best way forward in terms of how best the procedure of reforms can be carried out. This works towards ensuring that social security in Cameroon benefits everybody and also make some improvements on the current benefits. According to the new structure, the public and private sectors should work together towards the harmony of all Cameroonians everybody’s financial status notwithstanding.

Social micro insurance, insurance companies and fraternal benefit societies are among the private organizations while the National Social Security Fund (CNSS), the National Health Insurance Fund (CNAM) and the National Fund for State Employees (CNPE) are among the public companies. In this system, the CNSS will take over from the CNPS’s coverage of people who have voluntarily insured themselves. The CNPE on the other hand is responsible for managing social benefits for civil servants as well as other related employees as well as those who are in decentralized communities. The CNPE, like the CNAM and the CNSS have four kinds of coverage: old age and disability, family, maternity and work related accidents.

In the real sense, these reforms are expected to make sure that there is modernization of social security in Cameroon. This is also aimed towards providing national regulations in terms of social insurance which should be in harmony with member countries of the Inter-African Conference on Social Insurance (CIPRES).
