CARB Amends Regulations for 2012 now similar to Vintage Planet Plan

California Air Resources Board significant modification to Advisory 10-04A abandons Cap and Trade to promote alternative fuels, similar to Vintage Planet™, now 10% of transportation fuel sold must be low intensity carbon fuel (LICF) by 2020.
The new supplementary regulatory advisory 10-04B takes effect January 01, 2012 and rescinds the Cap and Trade scheme originally submitted July 2011 by CARB. This original regulation was rejected by a Californian judge (http://www.cleantechlawblog.com/2011/06/articles/greenhouse-gas/superior-courts-injunction-preventing-californias-cap-and-trade-program-has-been-stayedright/) prompting CARB to issue supplementary regulatory advisory 10-04B. An environmental organization, Pump Space Leases Now!(PSLN!), has been promoting Vintage Planet™ since its inception in April 2010.
The Vintage Planet project devises a way to shift over to alternative fuels cheaper and quicker than expert forecasts of 10 billion dollars for 1 million alternative fuel vehicles (AFVs). Significant numbers of AFV's, enough to influence emissions, are expected to be on the streets in 20-30 years. The Vintage Planet plan, can be viewed at PSLN's website, (http://www.pumpspaceleasesnow.com/Article.html) cuts costs and time by incorporating existing infrastructure. 10-04B enables the Vintage Planet project to work with large companies such as Exxon Mobile, Shell, and BP whose agreements with franchisees inhibit the perceived flexibility required by PSLN.
The Cap and Trade scheme, favored by Governments and Environmental groups, imposes fines for emitting levels of greenhouse gases (GHGs) over specified limits by regulated parties pertaining to their use of fuels derived from high carbon intensity crude oil (HCICO). This is a punishment for government bodies, companies, and individuals for using vehicles for transportation. Environmental organizations and governments have been promoting the use of mass transit, bicycles, and walking to reduce greenhouse along with Cap and Trade to alleviate the emissions by vehicles used for transportation.
Supplementary Regulatory Advisory 10-04B is a bid by CARB to overcome issues raised by federal courts in California. The significantly modified advisory 10-04B still accomplishes the goal of reducing GHGs despite contradicting Cap and Trade proposed since the 1990’s. The Vintage Project plan provides the details of a way to obtain the 10% of LICF by 2020. California being a leader in the reduction of GHGs used in transportation does have a history of influencing jurisdictions in other states and the world. Advisory 10-04B is a peek at how policies are going to be modified by bodies that regulate parties who use transportation.
