Chinese Cyber Threat: William Hagestad II from USMCR to Address Impact on Indian Strategy

Lieutenant Colonel (Ret'd) William Hagestad II from United States Marine Corps Reserve will speak about how India and other nations can predict and mitigate against the Chinese cyber threat .

Lieutenant Colonel (Ret'd) William Hagestad II from United States Marine Corps Reserve will be addressing the ways India and other nations can predict and mitigate against the Chinese cyber threat at the Cyber Warfare India conference, 1st-2nd November 2011, at the Sheraton Hotel in New Delhi.

Establishing the nature and intent of the Chinese cyber threat, while developing in-depth understanding of how these threats are shaping defence strategies within India, is vital to promote a controlled network environment. Speaking ahead of his half day workshop on the topic, Lieutenant Colonel Hagestad explains current dynamics when speaking with Defence IQ:

"The situation of cyber relations between India and commercial enterprises has never been stronger. Especially since officials within the Indian government have allowed Huawei, a telecommunications equipment manufacturer with origins in the People's Liberation Army (PLA) and its with the Communist Party of China (CPC), to inspect internet imported technologies for malware and cyber compromises."

Lieutenant Colonel Hagestad also emphasises the scope of the Chinese threat compared to that of other nations, such as Russia:

"The Russian Business Network (RBN) is a financial criminal concern and crisis for unprotected commercial enterprises worldwide, but the Chinese cyber threat is much more significant and covers the entire taxonomy of computer network attacks (CNA) and computer network exploits (CNE). The Middle Kingdom is much more of a tremendous cyber and information warfare demon, specifically because the People's Republic of China government is targeting other nation states such the United Kingdom, Canada, Australia, and the United States; as well as various multi-national corporations who represent natural resources such as oil, natural gas and rare earth minerals."

In order to explore these international threats further, Brigadier General A Basu, Director of Cyber Warfare, Integrated Defence Staff, Indian Armed Forces, will join Lieutenant Colonel Hagestad on the speaker faculty and specifically discuss how India is working to optimise its cyber systems to protect critical data.
