Lockwood referenced a July 2010 college think-tank study that explained how 1/3 of families eligible for the Pell Grant - typically, but not always awarded to low income families - never received their money because they failed to jump through extra hoops imposed by certain colleges after they applied for financial aid and were deemed eligible.
