COTR TRAINING INFORMATION (FAC-COTR VS. FAC-P/PM) REQUIREMENTS
It is unfortunate that most Federal ACQ and Training Officers don't read and understand the differences in training requirements between FAC-COTR and FAC-P/PM--they are huge.

The Federal Acquisition Institute better known as (FAI) has been somewhat remiss since 2004, along with OFPP in making the proper distinctions between what is required for training of COTR/COR personnel versus Program Management (PM) personnel. There are BIG differences in training requirements and those that can be offerors (providers) of training granting CLP, CEU or PDU credit. Differences between FAC-COTR and FAC-P/PM certifications requirements for both students and vendors can be easily view and understood by taking the time to go to these two websites listed below.

http://WWW.ACQUISITIONINSTITUTE.COM FAC-COTR Requirements Candidates and Acquisition Career Managers should go to the following website at FAI: www.fai.gov/certification/techrep.asp COTR and prospective COTR personnel only need obtain 40 Continuous Learning Points (CLP) credit every two years from vendors that teach to the FAI blueprint and competencies! (Not so for P/PM candidates-see below). Any commercial vendor that teaches to the FAI blueprint and competencies is authorized to provide CLP credit (1 hour classroom time = 1 CLP credit hour) to agencies and students desiring to meet the 40 hour CLP certification requirement. FAI is charged with the responsibility to review each federal agency's program to ensure that competencies are being met.
FAC-P/PM Requirements, Candidates and Acquisition Career Managers must view FAI requirements at:
www.fai.gov/certification/management.asp FAI and OFPP place much more stringent requirements on not only students, but on vendors to teach P/PM Level I, II and III PM courses meeting competencies. Students must obtain 80 CLP credit (or credit derived by CEU, PDU, etc-refer to matrix charts) to maintain their Program Management certifications, while COTR personnel must only obtain 40 CLP. Further, Vendors for the FAC-P/PM courses MUST be actually certified by FAI, whereas with the FAC-COTR and FAC-C courses there is no such mandatory requirement in place. FAI is charged with the responsibility to review each federal agency's program to ensure that competencies are being met. With the FAC-P/PM program, only those offerors (vendors) that have been screened and approved, may provide FAC-P/PM training to federal agencies along with DAU and other universities.
ACM's Pleae ensure your read both FAI website requirements, and OFPP Lettter OMB issued FAC-COTR Memo November 26, 2007 for COTR traning requirements, as this memorandum establishes a structured training program for COTRs and other individuals performing these functions. Also read, The Office of Federal Procurement Policy (OFPP) Policy Memo dated April 25, 2007 as it pertains to the certification adn training requirements for PM personnel.
There are huge differences between the two training programs.
All agency Training Officers have the duty and responsbility to read and understand these directives and know the differences between FAC-C, FAC-COTR and FAC-P/PM. Ignorance is not bliss.
Training can be obtained from ANY commercial provider for COTR training, but only by certified providers that are certified by FA for the Program Managemenht (FAC-P/PM)courses.
