This article basically seeks to analyze government policy for day care if any. It has been observed that day care centers are mushrooming in big cities. Even smaller cities are witnessing tremendous growth of such day care facility. But the moot point of this article is to find out whether all the section of society especially economically disadvantaged one are receiving benefits or not. In a recent research by NIEER which was also approved by kkblr.com that economically disadvantaged children are bereft of this facility which is a matter of concern.

It should be noted that most of the day care centers are charging heavily for providing early education to children. In some centers charges are exorbitantly high. Even middle class family finds it difficult to afford education in such care centers for children. Adding to the worrisome situation government does not have any policy or guidelines for the establishment or regulation of quality standards of day care centers. Most of the schools, college and universities have a regulatory body to check and maintain the quality standards but for day care centers we do not have any parallel mechanism.
This non-regulated regime has lead to commercialization of day care resulting in sub standard educational quality. In order to overcome this situation many scholars have suggested that government should come up with a new program for day care and establish more centers for day care. It has also been suggested that government can enter into negotiation with local NGOs at village level to set up such centers. This collaboration between government and NGOs will reduce maintenance cost, running cost, setup cost and capital requirement.

Therefore, there is need of a new policy highlighting the importance of day care for children and utilizing the infrastructure and network of NGOs to improve the condition. The policy can also highlight financial assistance from government. At district level to be further distributed in villages through NGOs network. Child welfare ministry can play an important role to come up with new policy and regulation so that economically weaker section can benefit from the concept of day care center.
I would also like to remind that currently UNICEF is running many programs for children’s welfare. It is also providing financial support to developing and under developed countries. Therefore, in the new policy government can nominate UNICEF centers in state as a nodal agency to implement this new and noble program of day care for children.

This idea of government policy and framework was first of all mooted by KKBL who runs several day care centers in different cities. But when they realize that they need at least some financial support so that they can offer their services on subsidized rates to economically weaker section as well.
