DSP of Mohali Balwinder Singh Threatens Witnesses
FIR #146 launched against Anandeep Singh Chaggar shows corrupt practices of the Punjab Police are still being used as as DSP Balwinder Singh of Mohali threatens witnesses to stay out of the cyber crime case for speculated reasons.

**Chandigarh, India- DSP Balwinder Singh has threatened to arrest witnesses involved in FIR #146 launched in Kapurthala against Anandeep Singh Chagger. It was disclosed the DSP threatened arrest solely based on hear-say statements of the culprit, Anandeep Singh Chagger of Phagwara.
Not much is known as to why Balwinder Singh would threaten arrests on witnesses of this cyber crime case involving the accused who reportedly sent a video of himself masturbating on the internet to females. It has been said Balwinder Singh has taken some gift in exchange for not pursuing the cyber crime case against Mr. Chagger. Other witnesses have said DSP Balwinder Singh knows a "friend" of the culprit who set the scheme up to re-victimize the victims and witnesses in order to keep the case from going forward.
Threatening to arrest if one doesn't stay out of a criminal investigation is against ones human rights, especially unfounded and no legal way of proving there is a right to arrest. The Punjab State Human Rights Commission has received a formal complaint regarding the turn of events and a full investigation awaits into DSP Balwinder Singh's actions.
Anandeep Singh Chagger admitted to DSP Balwinder Singh he made the masturbation video and passed it through the internet, yet no arrest has been made by DSP Balwinder Singh even though thrice Anandeep Singh Chaggar admitted to violating the IPC Section 67a. of the I.T. Act. DSP Balwinder Singh wrote Anandeep had admitted to the making of the video via email to a victim when questioning actions. This behaviour shows "favouritism" of the culprit by DSP Balwinder Singh.
The ADGP-Crime, Sh. Mittal, and DIG Punjab, Sh. Gill have been informed and received the complaints regarding the actions of DSP Balwinder Singh, Mohali. The USA Embassy and UK High Commission, as well as NGO's of India, the United Kingdom, and the USA have also been notified due to the cyber crime by Anandeep Singh Chagger extending 3 continents.
