Frank S. Chuang Has Been Involved In Many Projects Throughout His Career

Frank S. Chuang is a highly professional individual who has participated actively in the successful completion of many projects related to highway design, transportation, environment and transit. Presently, he is working as a General Partner and President of C&C Development, LLC. While working with this company, he presented a site plan and subdivision plan to the town of Cromwell Planning & Zoning Commission. Frank is also the partner of Cambridge MA, LLC and has received a Certificate of Use and Occupancy for new office addition, from the Town of Rocky Hill Building Official.

Frank S. Chuang also possesses the Certificate of Zoning Compliance was issued by the Town of Rocky Hill Planning and Zoning Officer. He submitted a site plan to the Town of Canton Zoning Commission in response to Metropolitan District Commission’s proposal of New Access Roadway from Freedom Drive to existing driveway of Collinsville Water Treatment plant facility. This project was aimed at reducing pollutant sources to Nepaug Reservoir and improving safety. The commission approved this site plan on 21st September, 2011. In addition to this, Frank also received a five year extension for the entire permit 06-45p from the South Windsor Planning and Zoning Commission, on the behalf of the Chinese Baptist Church of Greater Hartford.

Frank S. Chuang is the President of L-C Associates. He completed his Bachelor’s degree in Science from the National Taiwan University which is one of the most reputable educational institutions of Taiwan. He did his MS Degree in 1968 and Ph.D in 1971 from the University of Massachusetts on a scholarship. After completing his studies, he ventured into the business and established an engineering consulting company called L-C Associates in 1981. L-C Associates is a multi-discipline engineering company that offers a variety of services to transit, aviation, rail, port and highway industries throughout New York and New England. Aside from that, Frank S. Chuang was also the member of Wethersfield’s Planning and Zoning Commission and Board of Examiners for Professional Engineers and Land Surveyors.
