For reasons of misconduct, the Office of Inspector General (OIG) and General Services Administration (GSA) can exclude individuals from federal healthcare programs such as Medicare or Medicaid. The OIG and GSA also have the authority to assess financial penalties against hospitals employing or contracting with the excluded parties. To be in compliance, hospitals must check their employees against government sanction lists.

The OIG List of Excluded Individuals/Entities database, providing information to healthcare about those excluded from participation in Medicare and Medicaid, will also be checked. The package concludes with a check of the Office of Foreign Assets Control List, which screens applicants against the government "Terrorist List."
