Thunderboats Unlimited, Inc. is a non-profit corporation established by a group of committed Southern California racing enthusiasts, to promote powerboat racing in San Diego, and increase tourism in the beach area. The group was initially brought together by the late legendary hydroplane racer Bill Muncey, for whom the 2½ mile race course is named, but soon grew to include individuals from all aspects of the community.

A Board of Governors was formed to oversee race operations and give fans in attendance an enjoyable, superb regatta.
