Why should 4th time DUI offenders get their license back? Why would MADD stand behind House Bill 971 allowing just that?

House Bill 971 - Allowing 4 Time Convicted Drunk Drivers Back on the Streets of Florida
The voices of DUI victims are heard far above the rumbling as they painfully protest the passing of a bill that would increase the risk of all Floridians falling victim to drunk drivers. Cries for Governor Charlie Crist to veto House Bill 971 are ringing throughout Florida and the United States as news of the Florida Legislature’s passing of this bad bill on April 29, 2010 reaches across the nation.
HB 971, if signed into law, would allow persons with 4 DUI convictions or more to get their drivers licenses back whereas current law requires a permanent revocation upon a 4th DUI convictions. 4 time convicted DUI offenders would have to go through a series of steps to get their driving privileges reinstated, including installing an ignition interlock device in his or her vehicle. However, studied have shown that these devices can be defeated and there is no guarantee that 5th or subsequent DUI offense is not just a matter of time.
This bill must be VETOED!
