Human Resource Information Systems, Subject Matter Expert: "HRIS SME" Baltimore, MD

(Free-Press-Release.com) October 10, 2009 -- The HRIS SME's will be part of the Matrix Systems' project team that is tasked to replace the agencies 30-year old legacy Human Resources Management System (HRMS). These SME positions will include providing expert consultation during the phases of planning the system replacement, including working on the requirements, writing the RFP, evaluating proposals, and working with the selected contractor during implementation process. The

HRMS SME will be on site from 10AM - 6PM and must be fully committed to this project.

The minimum mandatory experience should also include:

• A minimum of 10 years of experience in HR
• A minimum of 7 years of exp in a consultant role implementing Human Resource Management Systems (HRMS) of similar size and complexity - approximately 600+ users, 100k+ employees & 25 k annual transactions
• At minimum at least two full implementations serving as an HR functional lead
• A Master's Degree or higher preferred

Duties & Responsibilities: The HRIS Subject Matter Expert (SME) will work and provide services for the Agency Personnel System project for our client project in Baltimore, MD.

The duties and responsibilities include, but not limited to the following:
1. Act as a key business partner with statewide HR divisions and IT using extensive knowledge of HRMS delivered functionality, configuration, and architecture to provide user expertise.
2. Recommend best practice solutions for business processes and application design.
3. Provide in depth system architectural expertise

4. Provide input, related to the identification of business and technical requirements, driving resolutions on issues, outstanding decisions, and risks pertaining to aforementioned.
5. Lead requirements analysis workshops and documentation efforts
6. Gather and document architecture requirements for system configuration, internal and external interfaces, reporting, workflow and security for business processes.
7. Develop a Conceptual Architecture Diagram that creates the high-level organizing structure of the new system, identifies architectural components and their responsibilities and relationships.
8. Must validate that the architecture meets stakeholder goals, and where it does not, assess the impact.

9. Work with the selected implementation contractor to gather detailed design and configuration specifications, requirements validation, issue resolution, coordination of project activities and user testing efforts.
10. Assist in the evaluation of proposals in response to solicitations.
