While driving to work on April 23, 2003, James S. Bleier, an off duty Lummi Island volunteer firefighter saw a man unconscious on the ground and surrounded by people.

While driving to work on April 23, 2003, James S. Bleier, an off duty Lummi Island volunteer firefighter saw a man unconscious on the ground and surrounded by people. Two men nearby appeared to be making frantic cell phone calls. Bleier and a coworker stopped to offer their help with the apparent situation. Jason Delp had been working on a ladder when electricity arced from a power line. The electrical current had run through Jason’s body and exited through his heel. By the time Bleier arrived Jason was in cardiac arrest. Bleier immediately began CPR. He continued CPR until medics arrived. Medics continued to work on Jason for almost 20 minutes before he finally started to respond. Jason was sent to Harborview Medical Center for burn treatment. Undoubtedly James S. Bleier sustained the life of Delp during the most critical minutes until help arrived.
