While gridlock over the federal budget may be the biggest show in the nation's capital, a government shutdown is unlikely to produce much more than political drama in New York City—as long as a resolution comes quickly.

That's because the immediate effect of a shutdown would be to furlough nonessential federal workers. The U.S. government employs more than 2.8 million people, with 52,800 based in the city, according to the Bureau of Labor Statistics. Most of them are either deemed essential or will be otherwise unaffected by the budget impasse.

Of course, that's little comfort to the federal employees—including nearly 1,000 in the city who run national parks, zoos, museums and historical sites—who would have to stay at home or the scores of businesses that earn a livelihood when, for example, tourists visit national parks or contractors work on federally funded projects.

The Statue of Liberty is the most popular individual site within the 10 national parks or national historic places in the city. At this time last year, about 15,000 tourists visited the park, and each of them paid $13 for Statue Cruises to ferry them to Liberty Island. Once there, many perused the gift shop or ate a snack provided by the concessionaire Evelyn Hill Inc.

“There is a real economic impact when you close a national park,” said a park spokesman.

Statue Cruises is expecting to offer thousands of dollars worth of refunds on Saturday, the first day of the possible government shutdown, but the company hopes its customers will opt instead to cruise by the statue and take a more general tour of New York Harbor.

“The visitors are going to be frustrated,” said Elizabeth Carmody, marketing director for Statue Cruises. “We're coming up with contingency plans in order to alleviate some of the frustration that will be at Battery Park because the visitors will want to go see the Statue of Liberty.”
