There is not one national code available today that recommends protection of equipment from lightning strike energy. IEEE is finally completing IEEE Std. 1692-2011 this year that will recommend this type of protection for the very first time. The seed document that was used to develop this new Std. is "Guide for Protection of Equipment and Personnel from Lightning", in the ASCE Journal of Performance of Constructed Facilities, issued August issue 2002 and authored by Duckworth.

http://www.lightning-protection-institute.com Current sources widely thought of, as lightning consulting sources, provide little or no lightning protection recommendations, and lightning induced GPR is just not mentioned. Some of these sources that are not providing the necessary lightning consulting design against lightning induced GPR include NEC, NESC, NFPA 780, and Motorola’s Standards and Guidelines for Communication Sites (R56 Issue B).
Lightning consulting must first provide a proper grounding audit of the site. A proper grounding audit must include an evaluation of the conductivity of the soil so that a grounding system can be designed to dissapate ligfhtning currents. Lightning currents contain high frequencies and ground rods are not very effective because these currents travel better on the surface of the earth. Thus, horizontal radials that act like one side of a capacitor with the earth as the other capacitor plate is the answer. Good lightning consulting must attempt to reduce the lightning induced GPR at the site to as low a value as possible with capacitive radial grounding design.
Second, lightning consulting must include an audit of the electrical protection of the equipment building. This audit must include the evaluation of single point grounding of equipment, HALO grounding of metal objects to minimize electromagnetic radiation, the use of shunting and isolation devices, and the grounding of the equipment building.
