The typical E911 center (PSAP) is a small underground building beneath a very large radio tower. This tall tower is for the dispatch of emergency services and is also a very likely target for lightning. Personnel taking emergency calls coming into the PSAP must be at the phones at all times and do not have the luxury of remaining off during lightning storms, as recommended in virtually every telephone book in the country!

Past audits show that there is substantial damage to E911 PSAP locations throughout the country, over a single lightning season! Those of you managers that do not think your PSAPs are experiencing lightning strikes, may want to make a visit to some of your sites and listen to the personnel tell their 'war stories' of ball lightning flying down the corridor or rooms glowing blue, or crackling sounds during a storm, or Joe being taken to the hospital from an electrical shock to his face from his head piece.
In addition to the tower and coaxial cables failing the grounding audit with very poor ground to remote earth, the radio and E911 equipment within the PSAP have not been properly bonded or grounded either. This allows lightning strike current to spark all over the consoles, turning the room into a blue glow, (which is mentioned quite often) and damage much in its path seeking ground. Personnel have reported both acoustical shock as well as electrical shock and have had to make a trip to the hospital. There have also be lawsuits from personnel that have been harmed.
Damage to E911 equipment has been repeatedly shown to be the result of lightning induced ground potential rise (GPR) at the PSAP. A typical location with a well grounded dispatch tower experiences approximately 8kV to 30kV in GPR. Lightning consultants can properly ground a tower from lightning strike energy and reduce GPR significantly using capactiive radial design. Reducing the GPR from a lightning strike may reduce the need for expensive communication isolation equipment to isolate from a remote ground such as the communication's Central Office (CO).
Why accept E911 outages? Be safe and follow these steps: (1) Request a lightning consultant audit of the building and tower grounding of your PSAP locations and determine the damage that is being experienced from lightning induced GPR. (2) Install capacitive radial grounds as recommended by the lightning consultant for tower ground, to divide and absorb the lightning strike energy. (3) Always ground the coaxial shield at the top and bottom of the tower and every 75 feet in between, and never enter the coaxial cable into a PSAP equipment room without going through a protected bulkhead panel. (4) Bond all equipment to a common Single Point Ground. (5) Use Teleline Isolator to isolate 911 equipment (connected to communications pairs) from remote ground if the Lightning Induced GPR is greater than 300 V-Peak.
A lightning consulting audit that provides a detailed report with recommendations on how to ground for the high frequencies that lightning currents have, and provides for the electrical protection of equipment to prevent the E911 PSAP from going down is a life saver for both the dispatch personnel and the public that they serve.
