Mr. Curtis Bartell has joined the Center for Security and Emergency Management (C4SEM) as member of Board of Directors.

(Free-Press-Release.com) March 5, 2010 -- I am pleased to announce that Mr. Curtis Bartell has joined the Center for Security and Emergency Management (C4SEM) as member of the Board of Directors.

Prior to being asked to serve on the Board of the Center for Security and Emergency Management, Bartell served 12 years with the Department of Energy (DOE) and National Nuclear Security Agency managing continuity of government and continuity of operations planning, providing national and international-level policy and planning expertise related nuclear and radiological emergencies, representing the United States to the Nuclear Energy Agency’s Expert Group for Nuclear Emergency Matters, and serving as the Deputy Senior Energy Official to nuclear incident and counterterrorism response programs. Bartell led several audit and evaluation teams across the DOE complex that assessed the adequacy of emergency planning and preparedness capabilities and programs.

Bartell was tapped by the Department of Labor build a program and establish an Emergency Management Center to provide an integrated, comprehensive focal point for the Department’s myriad contingency efforts. After 9-11 he led efforts inter- and intra-agency continuity efforts and directed all aspects of establishing the Department’s first Emergency Operations Center. Under the four years of his leadership the Department established their first Continuity of Operations (COOP) plan, their first Continuity of Government plan, their first plan for supporting the National Response Framework, and a leadership succession plan. The Department of Labor’s continuity plans represented a framework for insuring the nearly $56 billion appropriation.

From 2005-2007 Bartell served the U.S. Senate Sergeant at Arms as the Executive Manager for Continuity Programs where he coordinated the development of and maintenance of continuity planning, preparedness, and response actions. In this capacity, Bartell coordinated high-level efforts to assure a means to endure our constitutional form of government after any disaster.

Bartell then joined L-3 Communications, the 6th largest defense contractor with approximately 67,000 employees and $15.6 Billion in sales. Bartell served within L-3’s Global Security & Engineering Solutions division as the lead program manager to national level continuity policy and implementation planning for federal clients.

In 2008 he was asked to again build a new program at the Commodity Futures Trading Commission (CFTC). The program integrates security, continuity, and emergency preparedness for the Commission which provides for regulatory oversight and enforcement of $5 Trillion-a-day in commodity trading.
