NARI Member Kevin Nau of Design Build Group Inc. in Odenton, Maryland, and president of Greater Baltimore Area NARI has been appointed to serve as a Small Entity Representative (SER) for the Small Business Advocacy Review (SBAR) Panel on the rulemaking titled "Lead; Renovation, Repair, and Painting Program for Public and Commercial Buildings," which is under development at the U.S. Environmental Protection Agency (EPA).
The purpose for SERs is to assist with minimizing the burden of regulations on small entities. The Small Business Regulatory Enforcement Fairness Act (SBREFA), passed in March 1996, amended the Regulatory Flexibility Act (RFA) to further the Agency's partnerships with small entities in its rulemakings. An important goal of SBREFA is to provide small entities with an opportunity to participate in the development of certain regulations.
The Small Business Advocacy Review (SBAR) Panel will be made up of key officials from EPA, the Small Business Administration (SBA), and the Office of Management and Budget (OMB). This Panel will explore ways of minimizing burdens on regulated small entities while achieving the public purpose served by the regulatory programs.
The SBAR panel had its first meeting this Tuesday, February 15. Kevin was accompanied by our lobbyist Tom Sullivan, and reports that the NARI voice was heard loud and clear. We will continue to report on the progress made during future meetings of this panel.
