Cities spend billions each year on covering up graffiti, “out of sight, out of mind” yet they spend next to nothing on proactive approaches that have been shown to work to actually stop it. Mr. Campbell stated that if a small portion of funds were to be used to stop graffiti, they would see a dramatic decrease in their annual removal cost. But the people within the city governments seem to have this idea that they know best, and they fail to do the proper research before embarking on a program that has already been shown to fail in other cities. Cities will continue to spend these billions of tax dollars, year after year after year, with no real decrease in cost or even a reduction in the number of graffiti instances.

There is only one way to actually stop graffiti vandals, and that is to get them identified, then caught in the act and then get them into the court system where they can be controlled to some degree. There are tools such as a worldwide online database for graffiti vandals where police can search for tags (Monikers of the vandals) and see if that vandal has been identified already by another agency or adjoining city. There are a couple different database systems, but only one that is available worldwide, and it is the cheapest to use, less that $1000 a year for complete access, other systems can run tens of thousands and not come near the capabilities of this database. This database will also track over 30 different crime types, provides reports and allows the city to see on a map, just where their hot spots are. Second, and actually just as important, is a covert camera system that can be set up where vandals tend to gather and tag. This system will see the vandal and then send photos and other information to multiple email accounts and direct to your cell phone within 30 seconds. There are other camera systems that work to scare vandals from a location by broadcasting a loud voice and taking their photo which can be downloaded later. What does this do? It just sends the vandal to a different location to tag a different location.

With a covert notice sent to police of a crime in progress, police can actually capture these vandals instead of just having a drawer full of photographs. What more can you ask for? Near immediate notification that a vandal is at work, photographic evidence (Allows you to see what the vandal looks like or is wearing in case the vandal has moved from the scene prior to police arrival.) This system can also be set up and monitored by civilian volunteers that will save the city or police valuable resources. When an alert comes in to the volunteer, they contact police directly and provide the location and description of the suspect. The volunteer can even monitor this while they are asleep in bed, when the alert comes in to the cell phone, an alarm goes off that will awaken the volunteer.
So there you have it, a database that will track vandals across city, state and country boundaries, a covert camera system that can be run by volunteers, all working to actually stop graffiti vandals, all for probably less than 1% of what a city is spending annually on just covering up graffiti.
