Yaoundé, Cameroon – For many observers, the Governance is the Achilles’ heel of Cameroon’s government today. A problem President Paul Biya has vowed to fight mercilessly and when it’s about the Governance in Cameroon, the war against corruption is the main issue. President Paul Biya has decided to take this phenomenon into his hands by strengthening the system and creating certain authorities for watching over this. Thus, CONAC (National Committee for the Fight against Corruption), the ANIF (National Agency for the Investigation of Financial Crimes) and other various anti-corruption committees in most public administrations, have been created, having the mission to track the dishonest managers.
The organizations mentioned above helped the process initiated by President Paul Biya by applying the law and sentencing the guilty persons with imprisonment instead to harsh prison terms and the reimbursement of misappropriated funds, several well-known figures found guilty of embezzling public funds. The Head of State started the so-called Operation “Epervier” (“dragnet”), an action aiming to eradicate the corruption in Cameroon. Though corruption is far from being eradicated, one notices a subtle, yet unmistakable, awareness by all holders of power, in particular all those in charge of managing public funds, that they will one day have to account for their actions. The Governance means a lot more for President Paul Biya, he intending to introduce some new procedures in order to increase the efficiency in justice. Thus, National Governance Program was created in this sense, having as main focuses the justice and decentralization. Paul Biya also made from the justice apparatus a Government branch, increasing the number of judges, in order to improve this so-important institution. The Supreme Court of Cameroon also has an important role, during this process of eradication the corruption, introducing special measures in order to reduce legal gridlock: more judges with a concomitant improvement of their work conditions, and consequently, of the operation of justice. The Governance in Cameroon hasn’t yet been revolutionized, but all these measures are headed in the right direction.
In this war against corruption, the Governance in Cameroon has also brought some initiatives regarding decentralization process. In this sense, the efforts made by the President Paul Biya and the Governance in Cameroon have only materialized by drafting the appropriate legislation and creating the structures responsible for its implementation. These initiatives taken by the Cameroonian Government have as main goal the improvement of the Governance process in Cameroon, also being an useful tool in promoting the democracy among the Cameroonian citizens. Moreover, through an administrative reorganization, the provinces are now regions.
All told, the improvement of Governance is one of the central pillars of President Paul Biya’s political agenda. He is making his best in order to eradicate corruption, to set up a strong Government by putting all in place, thus, increasing the efficiency and improving the administrative management of the Governance in Cameroon. The Head of State has a strong ambition in creating a strong, democratic and modern Cameroon.
