President Barack Obama today signed into law legislation that the FAA Managers Association, Inc. (FAAMA) has tirelessly pushed towards fruition. The National Defense Authorization Act of FY2010 most recently passed the Senate in its last hurdle before moving towards the President’s desk for signature. Under the shadow of a veto threat, FAAMA urged the President to sign this vital legislation into law.
FAAMA President David Conley said today, “FAAMA has worked long and hard over several years with congressional legislators and other government employee associations to support key provisions in this bill that provide wide ranging benefits to federal employees and the American taxpayer”
The President’s signature concludes a landmark accomplishment for the FAA Managers Association in its continuous challenge to ensure government workers are properly recognized and compensated for their service to the people of the United States of America. Among the provisions contained in the new law:
• Employees covered under the Federal Employees Retirement System (FERS) who retire within four years will be credited with fifty percent of their unused sick leave towards their annuity calculation. After the fourth year, employees will receive the full credit for their unused sick leave. Conley said, “Removing the incentive to burn sick leave should result in immediate productivity gains from the federal workforce.”
• This bill converts non-foreign COLA to locality pay, phased in over 3 years, which will allow full credit toward annuities.. "Now employees in places like Alaska and Hawaii can be treated fairly like the rest of the country".
• The third leg in this reform package is legislation that permits part-time reemployment for retired federal employees without penalizing their retirement income
• Finally, this bill includes legislation, which allows federal employees who were covered by FERS, left the federal government, and withdrew their retirement contributions an approved process to redeposit those retirement contributions if they decide to return to the federal workforce.
