RISER citizen registration system a success story for e-Government

The EU Commission has applauded the cross-border citizen registration information service RISER as a success story for e-Government

The EU Commission has applauded the cross-border citizen registration information service RISER as a success story for eGovernment. The objective of the introduction on to the market of an online service for address searches has been achieved. Cited among the success factors was the exemplary implementation of data privacy protection and the integration of the different citizen registration systems in Europe. With this, RISER represents a role model for forthcoming eGovernment proposals of the Europe 2020 Strategy. With start-up funding from the EU, a company has since developed that is firmly positioned in the market and whose online service was recently certified with the European Privacy Seal, EuroPriSe.
From pilot operation to market leader

The European citizen registration information service RISER allows companies and authorities to make an address enquiry from the responsible local residents’ registration office online. RISER took on the first pilot operation in 2004 with Germany, Austria and Ireland. By the end of 2010 it was possible to recover information from the official citizen register of twelve European states with 250 million inhabitants via RISER. Instrumental to the success was citizen registration information service RISER’s consistent positioning as an online service compliant with data privacy protection.

Strong Partners

Within the framework of the eTen Project the launch of the European citizen registration information service RISER on to the market was co-financed by the EU Commission. RISER ID Services GmbH in Berlin coordinated the international consortium. European partners came from Austria, Poland, Hungary, Estonia, Ireland and Slovenia. Taking part from Germany were the Independent Centre for Privacy Protection Schleswig-Holstein, the FOKUS Fraunhofer Institute, as well as the Landesamt für Bürger- und Ordnungsangelegenheiten, which is the Berlin State Office for Residents’ and Regulation Affairs.
