SENATOR LOREN LEGARDA OF THE 14TH CONGRESS, ONE OF THE BEST PHILIPPINE LEGISLATORS OF 2009

Loren Legarda is one of the most efficient legislators on the 14th Congress, numbers say.
With a 359-mark bills that the lady senator co-/authored as of 2009, with seven eventually passing through as laws, the non-lawyer Legarda takes the spot as the most efficient lawmaker on the Vice-Presidential roster. The seven laws that she co-/authored put her third, alongside Senator Bong Revilla, on the list of senators who saw bills turned into law. Senator Manny Villar, Nacionalista Party Presidential aspirant and running-mate of Legarda, took the seat with 10 laws; Senator Jinggoy Estrada drew nine.

The Senate Bills and Index Service, which provides statistics of the Congress, showed the top ten prolific bill-filers of the 14th Congress as follows: Santiago, 1,231; Villar, 737; Estrada, 622; Lito Lapid, 398; Chiz Escudero, 372; Legarda, Bong Revilla, 341; Antonio Trillanes, 341, Dick Gordon, 228; and Mar Roxas, 226.
The trend above did not only reveal efficiency of the legislators, but their careful analyzation of what bills to file and be approved as law as well.
