Toronto Requires Substance Abuse Testing Policy for Councillors Police EMS Fire and TTC

The time has come for a city wide policy of random substance abuse testing for Councillors along with all employees including Police, Fire, EMS and TTC.The use of alcohol illegal drugs and medication

(Free-Press-Release.com) July 6, 2010 -- With continued frequent incidences of substance abuse by employees of the city such problems will not be solved by any advisory panel appointed by councillors or others.

The time has come for a city wide policy of substance abuse testing for Councillors along with all employees including Police, Fire, EMS and TTC.

Over a year and a half ago the city’s TTC has had a program for only alcohol testing but close to two years later TTC bureaucrats have NOT finalized the procedures for training supervisors or communicating the policy to staff, according to Nadia Pazzano of the TTC.

Such delays are unacceptable and completely unwarranted and begs the question who if anyone is in control at the T.T.C.?

Peter CLARKE a candidate for Toronto council from North York ward 23 has proposed that a city wide policy for random substance abuse testing be mandatory for councillors along with a condition of continuing employment for all city employees with no exceptions effective January 1st 2011.

All Toronto employees and councillors should reasonably expect to be randomly contacted for alcohol and substance testing on any day/night time during their normal scheduled shift or meetings.

The purpose of such a new policy would be to establish the city’s expectations for appropriate on the job behavior.

The city would also provide a means, through the public health department, for supporting councillors, staff and employees who might be dealing with current or emerging drug and alcohol problems. Peter CLARKE believes Toronto must be committed to the health, safety and wellness of all city employees, welfare recipients, its elected representatives and the public.

On the other hand city employees have the responsibility to report to work capable of performing their tasks productively and safely.

The use of alcohol, illegal drugs and medications can and do have serious adverse impacts in the workplace as we unfortunately continue to witness.
