Was Cuomo MIA With A $1.2 Billion Per Year Fraud And $4,556 Dollars Per Day Each; Was It The Peter Principle, The Dilbert Principle, Or Cuomo's TARP? 
The blog, CuomoTARP.blogspot.com asks where was Andrew Cuomo concerning a NY $1.2 billion dollar Medicaid Fraud which NY State should have matched with another $1.2 billion?

The blog CuomoTARP.blogspot.com returns with questions concerning Andrew Cuomo and a reported federal investigation into Medicaid fraud involving $1.2 billion dollars per year and in which Medicaid paid to nine state institutions for the developmentally disabled rates of $4,556 per day for each of their 1,400 residents.
It appears that State officials said the actual cost of care was about one-third $4,556 per day rate and that $1.2 billion dollars per year in federal matching funds every year was received. Of course, NY state had to match that $1.2 billion per year. How much of this $1.2 billion dollars per year was passed on to the Counties?
Where was Cuomo and his office, with this is fraud on Medicaid? Was Cuomo and his office asleep, incompetent or covering it up with the CuomoTARP?
Had Cuomo risen to his "Peter Principle" level of incompetence, or was the Dilbert Principle operative, or had Cuomo kept his TARP covering up this immense fraud by State employees and political hacks?
How could State employees committing such fraud be retained and not prosecuted?
