Village Government Fiscal Misconduct – The Issues & the Evidence

What: Citizens for Fiscal Reform (CFR) and the Better Government Assocation (BGA) announce evidence regarding Village of Carpentersville fiscal misconduct. CFR also announces the new CFR website.

Carpentersville, Illinois – The Better Government Association will join Citizens for Fiscal Reform, a non-partisan grass-roots Carpentersville-based citizens action group, at a brief Press Conference on Thursday, June 3, 2004 to release evidence regarding the ongoing fiscal improprieties in the Village of Carpentersville. CFR will also take the opportunity to announce their new website (www.Citizens-for-Fiscal-Reform.com).
CFR recently requested the Illinois Attorney General's Office, Special Investigation Unit of Chicago to conduct a special investigation and prosecution of possible misconduct in Village of Carpentersville finances, resulting in the recent delay of millions in County tax revenues for the Village. We need immediate action on the part of our elected representatives, at both the County and State level, to intervene and resolve this growing burden on the citizens of Carpentersville. It is our belief that the rampant incompetence that permeates all levels of our Village government may, in fact, be bordering on unlawful conduct.
CFR believes the establishment of a solid financial base is critical to the Village of Carpentersville. The lack of financial controls, procedures, accountability and certified financial statements hamper the Village's ability to prosper. These accounting failures place an unnecessary burden on citizens in the form of higher costs. CFR believes the accomplishment of these objectives and goals should be the Village management's first order of business.

Jay Stewart, Executive Director of the BGA, formerly of the Illinois Lieutenant Governor's office. He joined the BGA as staff attorney and conducted public interest litigation, including lawsuits related to the BGA's investigation of the "Licenses for Bribes" scandal and casino gambling. As general counsel to Lt. Governor Pat Quinn, Stewart provided legal advice, drafted legislation and administrative rules, and served as a liaison between that and other state offices. www.BetterGov.org
Calgarey Penn is the President of the Citizens for Fiscal Reform, a former candidate for the Carpentersville Village Board.
