Within the European Union, requirements relating to the services provided by real estate agents vary from country to country. In some countries, the profession of real estate agents is regulated by law, in some there is no qualification structure at all, while in others there are certification systems instituted by branch associations, in some cases linked to membership in them.
The Confédération Européene de l'immobilier (CEI) has had the harmonization of professional requirements for real estate agents on its agenda for a number of years. In its latest initiative, CEI submitted a proposal for the development of a European Standard on the services of real estate agents within the framework of the European Committee for Standardization, CEN.
This proposal has been accepted and the start-up meeting took place at DIN in Berlin on 25 November 2005. Mr. Andre Groot (The Netherlands) was elected chairman, Austria provides the secretariat. The European Standard to be developed in the course of the project is intended to specify in particular the following aspects of the services provided by:
- terminology (terms and definitions) for real estate transactions;
- requirements for the qualification of personnel involved (knowledge, skills etc.);
- client / service provider relationship (e. g. information to be provided, warranty issues etc.);
- insurance requirements (liability), professional indemnity and fidelity;
- requirements for the provision of the services (e. g. service processes, code of practice, quality management aspects, documentation);
- code of ethics.
