Jim Koepke uses his military and intelligence connections to describe an all too-realistic scenario where covert operations, commissioned by a "shadow government", are inserted into North Korea to destroy a nuclear weapon.
The story describes an American President who, due to his personal indiscretions, has been blackmailed by the Chinese Government into looking the other way when nuclear secrets are stolen from the Los Alamos laboratory. A shadow government commissions an operation to do what the President cannot - take care of the situation. The shadow government finds that the Chinese have shared the stolen techology with the North Korean Government. This ploy gives the Chinese a "bargaining chip" when dealing with the American Government.
The covert operatives are inserted into North Korea and find that their President, in order to protect himself politically, joins with the communists to kill them.
