Arguably the premier public liberal arts school in the Midwest, Truman State University offers one of the nation's most rigorous and most highly praised liberal arts core curricula. Tuition is reasonable for Missouri residents and especially discounted for nonresidents. Need-based aid at Truman is plentiful, and merit-based aid also abounds.

Boasting top programs for business, jazz, nursing, nutrition, and premed, UNF also offers some of the lowest in-state tuition rates anywhere in the country. The school awards both need- and merit-based aid, with the latter available for athletes, minorities, performing artists, and other students who demonstrate outstanding leadership/academic skills.
6. University of North Carolina at Asheville
Asheville offers students a private-school educational experience at a public-school price. Financial aid is readily available, and there's a lot of one-to-one interaction between financial aid officers and students. The school's goal is to help students graduate with the smallest possible debt--any outside scholarships received will go toward reducing student loan amounts.
