Günter Netzer of Infront Sports & Media AG commented: "With regard to the now completed TV contracts for Germany, we decided at an early stage to agree a special rule for the commercial public viewings in all twelve Host Cities and to provide these with free licences. This is a gesture to the cities, who are making a vital contribution to the success of the FIFA World Cup, and above all to the fans and visitors."
Furthermore, arrangements have already been made with ARD and their state broadcasters to enter into a media co-operation, to guarantee comprehensive local and national reports from the Fan Fests.
A significant proportion of the cities’ organisational costs shall be covered by the financial commitment of the four FIFA Partners. Their investment shall be used to provide important infrastructure for each Host City (big video wall, stage, lighting and sound). Other organisational costs (approvals, safety, cleaning etc.) can be recovered via rents on stall spaces and participations in sales or by collaborating with local and regional companies as additional sponsors, provided that these are not competitors of the 15 Official Partners or 6 Official Suppliers.
The complete concept has been agreed and the relevant declarations have already been signed between the participants. Further details of the collaboration will be finalised in the working groups of the Host Cities, FIFA, the OC and FIFA Partners. At the top of the agenda is a final agreement on the common logo and visual design, which will be integrated consistently into the official FIFA World Cup image in the Host Cities.
FIFA and the OC are repeating that they are not undertaking any organisational role with regard to the Fan Fests, which will be organised independently by the individual Hosts Cities. "The responsibility for the organisation and particularly the on-site safety will lie with the individual cities and local safety authorities. However, to ensure uniform safety standards at all events, the OC will also address this matter in the national safety concept for the FIFA World Cup, together with the Federal Government and state bodies. In addition, we will be deploying our mobile fan embassies, the information points for all visitors, at the Fan Fests. Fans from around the world should receive the warmest of welcomes, enjoy top quality games, have fun and receive all possible help to feel at home. Above all, the FIFA World Cup in Germany should be an unforgettable event for them," said OC Senior Vice-President Horst R. Schmidt.

The twelve Host Venues of the 2006 FIFA World Cup have agreed comprehensive plans with the OC and FIFA for the live broadcast of tournament games on big video walls for public viewing.
