Coal is the dominant fuel world over. Nearly 75% of the coal produced in the world is used for electricity generation only. In India, out of the total capacity, coal accounts for 54.8% electricity production. Thus, a smooth and uninterrupted supply of sufficient coal is indispensable to keep our power system ticking. Opening of Coal Sector to Private Investment
Present legal framework in India permits commercial mining only by a Government company owned and managed by the Central Government or State Government. Private sector can udertake captive mining only for production of Iron and Steel, generation of power, production of cement or such other end use as the government by notification may provide.
Demand projections for coal indicate a high level of growth and thus there is a requirement of huge investment in the coal sector to meet the demand. Public sector alone may not be able to fill the projected demand-supply gap. Hence, it is sine qua non to encourage private sector participation in the coal sector.
Earlier attempts to introduce amendment in the Coal Mines Nationalization Act for enabling private companies to carry on coal mining operation in India for self-consumption or sale have met with fierce opposition on political fronts. Thus, in the absence of legal provisions, the government has made efforts to allot more and more coal blocks to private sector for captive mining within existing framework. Ministry of Coal is expediting action to identify adequate number of blocks aggregating to the capacity of 20 billion tonnes, which could be de-reserved and allotted to power developers for captive mining.
