Liberty Safes of Florida offers free shipping on all the safes on their website (http://libertysafesfl.com) currently. Their site is new so you may want to get one before they realize how much money they're going to lose.
I haven't found one single other security site that offers that, and I've been doing a lot of research on it. They offer it to all 48 contiguous states, but I think you can still purchase a safe from them if you're outside of that and you really like their prices.
