Bangalore, October 6, 2006: WomenPowerConnect (WPC) and its member organizations appealed to the State Governments of Karnataka, Andhra Pradesh, Kerala and Karnataka to incorporate gender budgeting in its agenda to facilitate better utilization and hence equitable sharing of resources. This was stated by Dr. Ranjana Kumari President, WPC at the inauguration of the Gender just Budgeting workshop held in Bangalore yesterday.
She also said “WPC demands that Planning Commission should immediately approve and release 30% of resources for women in order to keep its promise of gender sensitive allocation of funds. Women of India are suffering due to lack of resources in all sectors, and specially the health and education sector. In the world, India is one country where maximum number of maternal deaths is reported during child birth. Even in education sector, nearly 70% of girls belonging to SC community are still not attending school in states like Orissa and Bihar. These problems can be effectively addressed only when budget will become gender sensitive at the state and national level. Women deserve their share of resources from the government.”
WPC organized a Regional Workshop on Gender just Budgeting for the 4 southern States of Karnataka, Andhra Pradesh, Kerala and Tamil Nadu. The workshop was held in Bangalore at Hotel Regaalis on October 6 and 7, 2006. Participants included experts on the gender just budgeting, economists, senior government representatives from Women and Child Development Ministry of the Government of India, academicians and members of civil society organizations from Karnataka, Tamil Nadu, Kerala and Andhra Pradesh. The Principal Secretary, Women and Child Development Department, Government of Karnataka, presented Karnataka’s initiatives on gender just budgeting.
In recent times non government organizations, women organizations, academia and the government have been using this platform to generate public awareness and generate support for gender mainstreaming in the process of government budgeting. One of WomenPowerConnect’s priority issues is Lobbying for Gender just budgeting. A Committee has been formed which has been working on mainstreaming gender concerns in the 11th Five Year Plan, analysing the national budgets and working out strategies and recommendations to make the budgets more gender responsive.
Gender-based budgets are tools to awaken governments to the reality that the process of budgeting impacts the lives of men and women in different ways due to their
unequal status in society. Gender analysis of the budget helps to identify gender biases and thereby enables policy makers to develop strategies to address them.
A delegation led by Dr Ranjana Kumari presented a memorandum to the Honorable Governor of Karnataka, Shri TN Chaturvedi on 6th afternoon. The memorandum highlighted the need for allocation of resources for the welfare of women, along with other issues
