Especially in a watercooled PC the noise from the PSU can become irritating and although it is possible to watercool a PSU most of us shy away from that for obvious reasons. The Tagan Technology in California has its product made. It is Tagan TG480-U01 is a high power PSU with a total power output of 480w but the difference is the noise level is as low as 21dBA in normal operation.
Cooling and Noise
When you look inside this PSU you can see how the low noise level is achieved. As well as using quality fans the designers have used a very large heatsink when compared to standard PSU's. This allows the psu to keep cool while running the fans at a low speed of 533rpm. When the PSU is put under a higher stress and the temperature rises the fans will speed up to keep the unit cool but the PSU's max noise level is still only 28dBA.
Summary
Even from picking up this PSU up you can tell it is high quality, I think it must weigh as much as my case :). Due to the large heat sink this PSU is extremely quiet; I don't think you could get a quieter PSU without water-cooling it. The only real problem I have with this PSU is the 24pin power adapter which takes up a lot of room and isn't easy to hide, but this is necessary to future proof the PSU. Another thing I would have liked to see is detachable power connectors as the amount and length of the connectors could make it difficult to use in a small case. I believe this PSU should last anyone for the next 3 years due to the high output and future proof connectors.

The power needs of computers are rising high output PSU's are needed, especially for the PC enthusiast market.
