There appears to be near total breakdown of law and order in U.P., especially at the doorstep of Delhi or rather within Greater Delhi. The precise location is Noida or New Okhla Industrial Development Authority district of U.P. It is supposed to be or on the face of it more modern than much of Delhi even though the water there may stink and may be unfit to even bathe, leave alone sip. Yet behind smart roads and blocks of buildings and bungalows lurk lurid happenings: massacre of children by the score, perhaps by the hundred, if not the thousand. Yet the killer is believed to have had such cozy relationships with the local police that they did not even blink once, leave alone book or look into the macabre misdeeds. Yet the U.P. Government led by Mr. Mulayam Singh Yadav decided to pull wool over its own eyes and tried to fool the rest of the nation.
The proof of this has been provided by Mulayam's own brother, Shivpal Singh Yadav, PWD minister in his government, as he made the fabulous claim that this was nothing out of the ordinary. "It's a small and routine incident", he is reported to have claimed. Such callousness, which is bound to be denied for the record and disowned as a misquotation, has fuelled demands for the dismissal of a government insensitive to human life. But the Centre is unlikely to make a martyr of Mulayam Singh Yadav even though the U.P. Governor, a former police and intelligence expert, has been reporting to the Union Home Ministry on the grave tragedy. The possibility of a constitutional takeover of a part of Greater Delhi by the Centre might have been considered and discussed, but found infeasible because there appears to be no provision in the prevailing legal framework for such action, nor has it been done before anywhere except when Punjab was divided into three new States and Haryana had to be accommodated in the capital city of Chandigarh. The purpose was achieved by declaring Chandigarh a Union territory under Central rule.
The imposition of President's Rule in U.P., which goes to the polls some time in February and March does not yet appear to be a distinct possibility in spite of serious provocation for such action by the President even though the Election Commission delayed the announcement of election dates for the State. The only action that has been taken by the Centre has been to order an investigation by the CBI, which has gone about its work scientifically and methodically without much fuss or publicity. What it has discovered and what it may uncover in the days to come is horrifying in the extreme. Forty bags of plastic full of bones and even skulls have been found; this has led to speculation whether there was indeed trade in human skeletons; whether there was cannibalism involved.
In this scenario, is Mayawati, already on the bounce, looking forward to a great future. Only time will tell.
