:Apprehending uncertainty over the fate of his government in Uttar Pradesh

February 23, 2007 (Press Release) -- New Delhi, Feb 21:Apprehending uncertainty over the fate of his government in Uttar Pradesh, chief minister Mulayam Singh Yadav has geared up efforts to garner support from the allies of the National Democratic Alliance who have opposed the imposition of President rule in the state.

Meanwhile, Union Cabinet, which would meet on Thursday would deliberate upon the issue at length and there are indications that some decision may arrive at in the Cabinet meeting as the Prime Minister Manmohan Singh who almost completed the task of evolving a consensus among the UPA allies and the Left parties.

On the other hand, Mulayam Singh spoke to Akali Dal Chief Prakash Singh Badal and Orissa chief minister and BJD leader Naveen Patnaik and sought his party's support. A BJD delegation had called on the President APJ Abdul Kalam yesterday to convey their party's stand against the imposition of the president rule.

The UP chief minister is likely to dispatch his close confident Amar Singht to Chennai to seek the support of ADIMK supremo Jayalalitha since her arch rival DMK leader Karunanidhi has already made it clear that he would go ahead with the UPA government's decision on the UP issue.

Yadav also held telephonic talks with leaders of the Left parties, Prakash Karat, Sitaram Yechuri, A B Bardhan and D Raja whom he consider could bail him out as Karat has already conveyed to Singh his party's displeasure if the government decides to go ahead with the imposition of President rule.

Singh after holding talks with all the UPA allies and successfully bringing them on board with the view emerged in the Congress Working Committee called a meeting of the core group of the Congress minister in the government. Congress President Sonia Gandhi also attended the meeting that went till late night. The UP situation was discussed in detailed and several aspects relating to the dismissal of Mulayam government particularly Left's opposition was also taken into consideration.

The majority of the leaders of the core group were of the view that despite the opposition from the Left parties the government would not allow an unconstitutional government to continue in ther power in the wake of the Supreme Court verdict. Some leaders, the insiders say raised the question that in case the government is dismissed despite Left opposition, the government would have to seek the support of BJP to get the dismissal ratified by the Parliament and it send a wrong signal and may help Mulayam in the upcoming assembly elections.

However, general view was that it is the prime and constitutional duty of the central government not allow an unconstitutional government to function in a state and if he were left out, it would encourage other also in the future. According to unconfirmed government reports the Prime Minister Singh has succeeded in prevailing upon the Karat not to put the government in embarassing situation in the Parliament when the issue would come up for ratification. It means Left parties would either abstain from the voting or may stage walk out bailing out the government for not joining platform with the BJP.
