Will it go any further? We sure hope so. Echoing Gov. Arnold Schwarzenegger's call to prohibit legislators from drawing their own district lines, Senator Roy Ashburn (R) introduced a proposal on Monday to give that job to an independent commission. Following close on his heels, Speaker Fabian Nunez (D) introduced his bill this Wednesday. To top it all off, the Attorney General issued title and summary for three initiatives on redistricting reform.
All accounts suggest these are not the last of the bills and initiatives that will be introduced to make it to the February 2008 ballot.
How should California’s congressional and legislative seats be drawn? How should we pick the commissioners that will achieve independence, political balance and diversity? Can rules be set up to ensure the lines are drawn fairly? How will the legislature’s efforts to reform term limits impact this discussion? How will the politics of these competing bills and initiatives play out?
