This “eBook”, sent in Adobe Reader .pdf format, is different than what is currently available in that it establishes minimal requirements for what acceptable plug-in cars should be and then only compares cars based on those requirements. Some of the requirements used to rate and review cars are; car must realistically replace a gas powered car used in a family today; car must plug-in into a home or office electrical outlet for charging; car needs to be capable of a specific minimum performance and range (driving distance with a comfort factor) while driving realistic speeds and on road grades that one would encounter in a typical “commute to and from work”. Additionally the guide is not apologetic about requiring it’s highly rated plug-in cars to deliver performance similar to what Americans have become use to with their oil burning commuting rides. Remarkably, there are a few cars in the guide capable of delivering sub 7 second 0 to 60 mph acceleration. These are not your “grandpa’s electric golf carts” reviewed in this guide.

The guide breaks down available car options into 5 categories in order of least risk/highest reward to the consumer to highest risk/least reward:

The team developed their reviews after analyzing released specifications and information from the car maker plus the comments from test drives and customers. Only cars that are available for purchase in 2008, even if delivery is delayed into 2009, receive reviews/ratings in the report. However, many that do not qualify, like the GM VOLT, still receive a report entry which will be updated in future report revisions once product sales are confirmed.
