When a Recognized Environmental Condition is found in a Phase 1 Environmental report, a Phase 2 Environmental Assessment is typically recommended. Recognized Environmental Conditions can occur when a property was previously used for purposes such as: dry cleaners, service stations, industrial facilities, auto repair and others. The Phase 2 Assessment usually includes soil and/or groundwater sampling for laboratory analysis for such constituents as toxic metals, volatile organic compounds, pesticides, polychlorinated biphenyls (PCBs) and other chemicals that can be detrimental to human health upon exposure.
If you are planning on purchasing a property with this type of previous use, you can expect to need a Phase II Environmental report in order to assure there is not a severe contamination property before taking title to the property. Lenders will also require these studies for these types of situations to make sure they are not underwriting an uncollateralized loan.
