Phase 1 Environmental Site Assessment is a type of report that has been around for many years, but was transformed by 40 Code of Federal Regulations, Part 312, All Appropriate Inquiries Rule. This regulations requires that Environmental Professionals, as defined by the federal regulations, conduct Phase 1 Environmental reports.
Additionally, because of the additional scope of work required by the regulations, the price of a Phase 1 Environmental Study was suppose to go up. However, it appears that many companies have lowered their prices for a Phase 1 reports.
This lowering of the Phase 1 prices may be indicative of a slow economy and desperate measures by failing companies, however, having a company provide a report that does not adhere to these standards, may come back to haunt property owners, if an issue is missed by these below-standard reports.
Ordering a Phase 1 Environmental report is an important step to assuring protection from unknown environmental liabilities at a property. If the EPA Rule is not met by adhering to ASTM Standard E-1527-05, then the Phase 1 Environmental report that you ordered may not provide you with the Landowner Liability Protection (LLP) you should obtain by ordering a proper Phase 1 Environmental Site Assessment report.
