Deck Prism, PRTM, and Syracuse Research Corp. release White Paper: A System-Level Risk Managem

(Free-Press-Release.com) April 28, 2009 -- Steven Cash, founder of Deck Prism, has teamed with Dr. Chandresh Harjivan and Dr. George Dougherty of PRTM and Mr. Timothy Moshier of Syracuse Research Corporation, to develop a new, and more effective, way of developing and fielding sensor systems, particularly in the context of biodefense.

The full paper is now available publicly, and the team is working to identify test-bed opportunities for the concept.After nearly a decade of investment, the United States now has a functional system for national biodefense that incorporates both the detection of attacks or outbreaks (e.g. BioWatch, Guardian, and other biosurveillance programs) and the preparation for response (e.g. BioShield and the federal, state, and local plans for rapid intervention and remediation). However, indications are that the resulting collection of programs and procedures is still far from optimal. A pervasive reason is that the main components have been developed largely independently under different government authorities. This is particularly evident in the loose relationship between the development of biodetection technologies, and the development of the decision and policy processes that use the information these technologies generate to initiate and direct response. In order to achieve significant gains in overall effectiveness, we believe that a new, system-level approach must be adopted for the design and optimization of the national biodefense systems.
